Overview
Illinois Form IL-2210 is used to calculate any penalty for underpaying estimated income taxes during the tax year. Illinois requires taxpayers to make timely estimated tax payments if they expect to owe a certain amount at the end of the year and are not having enough withheld from their income.
If you did not pay enough tax throughout the year via withholding or estimated payments, you may owe a penalty even if you are due a refund.
Who Must File IL-2210?
You must complete Form IL-2210 if:
- Your total tax due (Line 33 of IL-1040) is more than $1,000, and
- Your estimated tax payments and withholding were less than 90% of your current year’s tax liability, or 100% of your prior year’s tax liability, whichever is smaller.
The 100% prior-year rule increases to 110% if your prior-year Illinois AGI was more than $150,000 (or $75,000 if married filing separately).
When You May Avoid the Penalty
You might not owe a penalty if:
- Your total tax liability is $1,000 or less.
- You had no Illinois income tax liability last year and were an Illinois resident for the entire year.
- You meet the safe harbor thresholds based on timely payments.
Additionally, you may qualify for a waiver of the penalty if:
- The underpayment was due to a casualty, disaster, illness, or other unusual circumstance, or
- You retired after age 62 or became disabled during the year and had reasonable cause for the underpayment.
Add Form IL-2210
To add the Form IL-2210:
- Go to the State taxes section.
- Select I’d like to see the forms I’ve filled out or search for a form.
- In the drop list, select Illinois.
- Select the Other tab.
- Select 2210 Penalty for Underpayment of Estimated Tax to add and open the form.
- Complete the form with your applicable information.
- Click Save to apply changes.
